A lot of builders install rudder cable fairings. They look nicer than the white plastic tubes sticking out and avoid water entering. If riveted on, drawback is that cable replacements then require custom cables where the ends get crimped on after threading the new cable through (which might be the easier way to replace the cable though anyway).

If using screws with nutplates and rounding off the leading edge, the central fastener can get in the way of the cable/sleeve, it needs to be kept flat. Consider using two off-center ones.
